The Lands Revenge

22 Iun 2004   •   00:00

EUGEN SERBANESCU June 22 2004

Some top secret reports of SRI that got to the Parliament say that already huge areas, especially in Banat and Transilvania, have been bought for nothing by foreign citizens, especially Hungarians and Italians. These reports seem to be the explanation for the public word of the Prime Minister Nastase to the Romanians about not selling terrains to the foreigners because, as he emphasizes, "after the year 2007 we will want to smoothly organize a land which won’t be ours anymore". But why after the year 2007?! Just because only then we will be able to know for sure the agricultural-alimentary production structure that the EU has set for Romania and, this way, the cultures structure for agricultural land in Romania, though he never says that.

That’s so late, will comment some Moromete, after the newly voted Constitution gave the right to buy Romanian lands to the citizens of EU. The things done until now under disguise, using intermediates, will be done from now on in the clear and, evidently, more seriously. It is late for the "smooth organization" itself in the year 2007, but it is also late in the year 2004! The lands already revenge for the "unsmooth" organization done until now. The start of the negotiations with EU should’ve found us having an already smooth organized land, according to the rules of the market economy. But the actions of mister Iliescu and his subordinates were in the exact opposite way, from this point of view. They did all they could to keep the market economy away from the agriculture. The land reform which they couldn’t avoid has been resumed to a re-impersonation of the property of the lands from the ex-CAPs which didn’t ever belong to the state from the legal point of view. There’s no way that there will be any giving back (when talk about the lands confiscated or nationalized by the state)! There’s no way that there will some privatization schedule for the ex agricultural state enterprises! Worse, the re-impersonation of the property of the land without a privatization of the agricultural inventory has created a huge gap in the owning of the main agricultural production means, it has been an obstacle for a functional agricultural activity, has generated a chaos and encouraged the physical destruction. The giving back have been legalized very late and only when there where external pressure, then they were made careless, on the existing terrains, and they didn’t end up until now. How could this be a way for the land market to exist? In what way could we sell lands at their real value but not for a very low price?

Any reorganization of the agriculture has actually been discouraged. The taxation in agriculture, which started feebly, has been annulled and after that any new start regarding it has been postponed. All the mud from the branches that were being reorganized has been pushed towards the agriculture. Bringing up in front the village as a refuge for the other branches brought it back to the Middle Age and it vulnerable about anything, even about the under-priced selling. Everything the village sells is under-priced. Why should it be different when we talk about the lands?

This whole false "protection of the agriculture" has formed the basis for some trita fanita and culita tarata to become the new Romanian great landowners of Romania, after they have bought for almost nothing lands from the peasants and from the state IAS. We only have to see if the Hungarians and the Italians will be worse than the new Romanian land exploiters and dealers.
